Market Extra: On the first anniversary of an ETF freakout, concerns linger

Correction: Nasdaq hasn’t implemented its “Amendment 11” reforms. A Nasdaq spokesman indicated to MarketWatch in an earlier version of this article that the reform was in place but later clarified that the changes had not yet been filed with regulators for approval.
