LONDON—The Organization of the Petroleum Exporting Countries said Monday that production from producers outside the organization is turning out to be stronger than expected this year, as American output has proved resilient despite low oil prices.

OPEC’s closely watched monthly market report also gave mixed signals on Saudi Arabian production. The world’s largest oil exporter told the cartel that its output decreased slightly in August from a record in July, but secondary sources such as traders, shippers and consultancies told OPEC that Saudi production continued to climb to 10.6 million barrels a day.
