The Wall Street Journal: Tulsa police officer charged with manslaughter in fatal shooting

The police officer who fatally shot an unarmed black man in Tulsa, Okla., was charged with first-degree manslaughter on Thursday, less than a week after the incident, which was caught on two widely circulated police videos.

Tulsa Country District Attorney Steve Kunzweiler said in a news conference that his office had determined the charge was “warranted” in the fatal shooting of Terence Crutcher, 40 , by Tulsa police officer Betty Shelby last Friday evening. He added that a warrant has been issued for her arrest.

Video footage released earlier this week — recorded by a police helicopter and a dashboard camera and released by the Tulsa Police Department — show Crutcher walking toward his car with his arms raised and then placing his hands on the top of the car.
