The proposed merger between AT&T Inc. and Time Warner Inc. got off to a rocky start Monday after a formal announcement over the weekend. Stocks in both companies fell after Wall Street and Washington both started waving yellow flags over the deal.

Time Warner TWX, -3.06% fell $2.69, or 3%, to $86.74, though the stock is higher than it was before the announcement. AT&T’s T, -1.68% stock dropped 63 cents, or 1.7%, to $36.86, bringing a decline to almost 7% since Oct. 19.

Many fear the biggest threat to the transaction is that regulators will block it.
