Donald Trump and Mike Pence are traveling to Indiana Thursday to announce a deal with Carrier to keep about 1,000 factory jobs from moving to Mexico. What’s likely behind the deal, says one official who will play a critical role in approving it, is a fear of losing federal contracts.

Politico writes John Mutz, a former Indiana lieutenant governor who sits on the Indiana Economic Development Corporation’s board, says he thinks the deal was driven by concerns from Carrier parent United Technologies UTX, -1.03% that it could lose a portion of its roughly $6.7 billion in federal contracts.
