The Wall Street Journal: Syrian rebels seek talks as Aleppo appears ready to fall

Syrian rebels on Wednesday proposed evacuating civilians from Aleppo and negotiating with the regime, a stark admission the opposition is all but defeated in a divided city seen as a bellwether in the country’s nearly six-year war.

U.S. Secretary of State John Kerry planned to raise the rebel proposal during a meeting Wednesday with Russian Foreign Minister Sergei Lavrov, according to a Western diplomat and a Western adviser to the Syrian opposition, while Western leaders issued a fresh condemnation of the violence.
