The Wall Street Journal: Trump starts presidency by issuing executive order on health care, memo on regulations

WASHINGTON—Donald Trump and his chief of staff issued two directives on his first day in office, one ordering a freeze on regulations and a second directing agencies to “ease the burden” of the Affordable Care Act.

The freeze on regulatory action is standard practice for a new administration and was issued via a memo from Chief of Staff Reince Priebus. The directive on the health-care law is more unusual, and it wasn’t clear exactly what it requires. Press secretary Sean Spicer said President Trump was ordering agencies to “ease the burden of Obamacare as we transition from repeal to replace.
