May, after declaring at home that Britain’s exit from the European Union marked a new era for a “Global Britain,” addressed Republican lawmakers at their retreat in Philadelphia on the basis of shared conservative values.

She claimed that the U.S. and Britain were ready to resume their partnership — one that she credited with defining the modern world, “to pick up that mantle of leadership once more, to renew our special relationship and to recommit ourselves to the responsibility of leadership.
