The Wall Street Journal: May offers permanent-residency plan for EU citizens post-Brexit

BRUSSELS — All European Union citizens currently in Britain would have a pathway to apply for permanent residency under an offer British Prime Minister Theresa May outlined Thursday evening to her European Union counterparts.

Delivering some detail on one of the first issues to be discussed in divorce negotiations between the U.K. and the EU, May attempted to find common ground with the rest of the EU in what British officials said was as a generous offer.

May said EU citizens who have arrived in Britain before a yet-to-be-determined date — likely between this year and 2019 — and have remained in the country for at least five years could apply to stay indefinitely and receive the same rights as U.K.
