The Wall Street Journal: Trump issuing new ‘rules’ for self-driving cars meant to speed up development

WASHINGTON—The Trump administration plans to introduce new voluntary guidelines for autonomous vehicles on Tuesday in a bid to increase flexibility for car and tech companies and speed the industry’s development in the U.S.

Transportation Secretary Elaine Chao is scheduled to announce the new guidance—entitled “A Vision for Safety”—at an event in Ann Arbor, Mich., where companies test automated vehicles and technologies in simulated driving environments at the University of Michigan. The Obama administration guidelines also provided the nascent industry with much flexibility.

The rules will discourage states from trying to make parts of the federal guidelines mandatory, such as a voluntary safety-assessment process, said a person familiar with the matter.
