The federal government was on track to partially shut down for the second time in less than a month early Friday, as a protest by Sen. Rand Paul blocked lawmakers from voting on a budget deal.

Paul, a Kentucky Republican, said he was objecting to a two-year budget deal’s massive spending increases, which will result in higher deficits.

“Now we have Republicans hand-in-hand with Democrats offering us trillion-dollar deficits,” Paul said in a speech on the Senate floor. “I can’t in all honesty look the other way.”

The deal announced Wednesday by Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer would raise overall spending caps by about $300 billion over two years.
