LOS ANGELES — The simmering battle between California and the Trump administration escalated Wednesday with Attorney General Jeff Sessions and California Gov. Jerry Brown trading barbs over a new Justice Department lawsuit that seeks to strike down the state’s immigration laws.

“California…is using every power it has — powers it doesn’t have — to frustrate federal law enforcement. So you can be sure I’m going to use every power I have to stop them,” Sessions told a gathering of law-enforcement officers in Sacramento on Wednesday. “We are going to fight these irrational, unfair, unconstitutional policies that have been imposed on you.
