Capitol Report: Why a special House election in a district Trump easily won is seen as a referendum

If Republican Rick Saccone loses in Tuesday’s special House election in Pennsylvania, another man could wind up sharing the blame: President Donald Trump.

State Rep. Saccone is taking on former federal prosecutor Conor Lamb in the state’s 18th congressional district, and the race is essentially a tie, with a forecaster moving it to a toss-up late last week.

In the western Pennsylvania district that Trump won by double digits, the contest is being watched closely for how it reflects on the president and what it may portend for the midterm elections.
