Mikhail Gorbachev, the surviving signatory to the bilateral pact, reportedly sees President Donald Trump’s threatened U.S. pullout from the 1987 Intermediate-Range Nuclear Forces Treaty, which prohibits the use of intermediate- and shorter-range rockets, as well as testing, producing or fielding new ground-based missiles, as saying more about Trump than about the treaty.

Trump’s threat, according to the Soviet Union’s last leader (as reported by CNBC and others), was:

‘Not the work of a great mind.’
